There are two territorial levels of local administration – local government - in Latvia. There were completely 556 local governments on January, 2005:

-         530 municipalities (7 republican cities and 53 towns, 441 parishes, 29 amalgamated local municipalities) performs in local or first territorial level;

-         33 municipalities (26 counties and 7 republican cities) performs in regional or second territorial  level.

Local governments are boarded by councils. As it is stipulated by the constitutional law -  Satversme, the council consists of deputies elected by lawful citizens of Republic of Latvia and citizens of European Union who are constantly inhabitants of Latvia.

Counties are boarded by delegated bodies - councils. All chairmen of local municipalities (parishes, amalgamated local municipalities, towns) of accordant county forms county council.
